It does appear from the gentle noise of the drill that the PMG is not under proper load (otherwise the PMG would be more difficult to turn and the drill would strain) - that is why the voltage is higher than you expect. FuturEnergy have confirmed that this is normal operation, and I have to agree with them. To check this if you short circuit the rectified outputs and then try to rotate the PMG you should find it very stiff, similar to if it was under a big load. Also, how are you measuring the RPMs?
It does not appear that you are using a charge controller, and the battery looks quite old so it is possible it is not accepting charge properly, therefore not providing a proper load? If you find a resistive 12V element or a newer battery with a suitable charge controller (such as the Xantrex C60) then you should see a lower voltage.

Ho capito che la batteria che ho è vecchia?......che mi serve una batteria nuova?.......che se metto il regolatore di carica.....il voltaggio rimane costante?.......ma il regolatore di carica a che serve in questa storia?si parla di voltaggio superiore ,per caso il regolatore ha il dono divino di stabilizzare la corrente di uscita a 12 volt?..qualunque sia il voltaggio in entrata?(da 20 a 60 volt?).....
